Logistics Over the Shore PMO enhancing Navy readiness for operations in contested environments

Naval Facilities Engineering Systems Command (NAVFAC) transferred oversight of the Navy’s Logistics Over the Shore (LOTS) program to the Program Executive Office Industrial Infrastructure (PEO II) during a ceremony that also established LOTS as Program Management Office (PMO) 314 March 14.

Reorganizing the LOTS team and establishing it as a program office under PEO II is part of the Navy’s ongoing efforts to streamline operations and increase warfighter lethality and resilience.

“Establishing PMO 314 enhances America’s military readiness,” said PEO II Program Executive Officer Mark Edelson. “Today’s milestone establishes a powerful organization to deliver warfighting materiel needs, ensuring that Navy expeditionary forces prevail in any conflict. PMO 314 will innovate and deliver military logistics during distributed maritime operations.”

LOTS manages critical systems such as the Improved Navy Lighterage System (INLS), Maritime Prepositioning Force Utility Boat (MPFUB), Amphibious Bulk Liquid Transfer System (ABLTS), and Lighter Amphibious Cargo Resupply 5-ton (LARC-V). The shift also includes the acquisition of Joint Petroleum Over the Shore (JPOTS) systems, which are currently under development.

The LOTS program, which dates to World War II, played a central role in amphibious operations. Since the first pontoon facilities were developed in 1936 by Navy civil engineer John Laycock, the Navy has continuously advanced its logistics systems to meet evolving demands. The introduction of innovations like the Modular Causeway System and Elevated Causeway in the 1960s and 1970s helped enhance the Navy’s ability to project power and sustain operations in contested environments.

“NAVFAC has a long history of solving logistics challenges, from Seabee battalions building and fighting their way across the Pacific and through Europe in World War II to building advance bases during the war on terrorism,” said NAVFAC Commander Rear Adm. Dean VanderLey. “Today’s establishment of PMO 314 within PEO II is a pivotal next step to improving the Navy’s contested logistics capabilities. This transition will enhance our ability to acquire common, sustainable systems and remain agile for future operational challenges. Strengthening the management of vital systems like LOTS shows that we are dedicated to supporting our forces no matter how challenging the conditions.”

NAVFAC will continue to provide the technical and contracting authority for LOTS and other Navy expeditionary systems to PEO II, the NAVFAC-affiliated PEO.

The transition of program management responsibilities is expected to improve standardization across naval expeditionary forces, notably as PEO II works with PEO Land Systems, which oversees similar Marine Corps acquisitions, and increases coordination with the Navy Type Commanders. PMO 314 will acquire the new joint force solution for Joint Petroleum Over the Shore systems. PMO 314 will use the department’s systems acquisition processes to deliver to cost, schedule, performance criteria.

“In an increasingly complex world, where traditional ports and infrastructure may be compromised or unavailable, mastering logistics over the shore is no longer optional, it is essential,” said David Dailey, PMO 314 program manager. “My team is committed to our three pillars for success: enhancing operational flexibility, strengthening interoperability, and maximizing cost efficiency and effectiveness.”

“LOTS is not just about getting ‘stuff’ on the beach,” added Dailey. “It's about building a future where joint services can overcome any logistical obstacle on their way to deterring or winning a conflict.”

PEO II exercises programmatic authority under the Assistant Secretary of the Navy (Research, Development, and Acquisition), responsible for cost, schedule, and performance oversight of LOTS and the Navy’s Shipyard Infrastructure Optimization Program (PMO 555).
